Title National Biodiversity Strategy with the Action Plan for the Period 2016–2020 (Montenegro)
Short description of the practice The National Biodiversity Strategy with the Action Plan for the Period 2016–2020 represents Montenegro’s key strategic framework for the conservation, sustainable use, and restoration of biodiversity. The Strategy establishes policy priorities, concrete measures, and institutional responsibilities aimed at protecting ecosystems, species, and genetic diversity, while integrating biodiversity considerations into sectoral policies such as forestry, agriculture, tourism, and spatial planning. The Strategy promotes ecosystem-based management, participatory governance, and alignment with EU nature conservation standards.

Detailed information on the practice The National Biodiversity Strategy 2016–2020 was developed in line with the Convention on Biological Diversity and EU environmental acquis, aiming to halt biodiversity loss and improve ecosystem resilience. The Strategy addresses key pressures such as habitat degradation, overexploitation of natural resources, climate change, and insufficient awareness of biodiversity values.

Key measures include strengthening protected area management, improving monitoring of species and habitats, regulating the use of forest products (including medicinal plants and wild mushrooms), promoting sustainable tourism, and enhancing public participation and education. Particular emphasis is placed on involving local communities and municipalities in biodiversity protection, recognizing their role as both resource users and stewards of natural heritage.

In rural mountainous areas such as Komovi, the Strategy provides a framework for balancing traditional activities (e.g. grazing, plant and mushroom collection) with conservation objectives, while encouraging nature-based economic activities compatible with ecosystem protection.

Timeframe 2016–2020 (with outcomes contributing to subsequent national biodiversity policies)
Approximate cost Funded through the national budget, international assistance, and EU-funded programmes (cost varies by measure and implementation level)
Results achieved
  • Improved strategic and legislative framework for biodiversity protection
  • Enhanced integration of biodiversity considerations into tourism, forestry, and land-use planning
  • Increased awareness of biodiversity values at national and local levels
  • Strengthened basis for sustainable management of ecosystems and natural resources
Potential for learning or transfer This practice demonstrates how a national biodiversity strategy can guide local-level actions in rural mountainous areas by linking conservation objectives with sustainable development. It is transferable to other regions facing pressures from resource overuse and seasonal tourism. Key success factors include cross-sectoral coordination, stakeholder involvement, and alignment with EU and international biodiversity frameworks. Challenges include ensuring consistent local implementation and long-term financing.
